If you don’t do the obligations, are you not qualified for Religious service or leadership?

This is a theological question, community service question, you would be unfit I would say.

You could have other skills, you can be a thinker and writer, but not an imam or a community service person in a scholarly capacity. Scholars are exemplars in the society.
